Elton Jackson-From 1987 through 1996 Elton Jackson claimed the lives of 12 gay men in the Norfolk, Virginia area via ligature strangulation. Frequenting popular "cruising" spots while high on crack cocaine, Elton would pick up dates and take them back to his home for anonymous sex. He would often encourage his victims to smoke crack cocaine with him, and then, once under the influence, he would either bribe them with money, or force them, to let him tie them into various bondage positions, often with hands and feet tied to his bedposts. He would then strangle them do death, enjoying holding a strap to the front side of their necks, while pressing his forearm down against the back of their heads. He was sentenced to life in prison on October 27th, 1998.
